New "Silverado" Casino-Hotel Proposed Five Miles South of the Las Vegas Strip

A Nevada developer has filed plans for a new casino-hotel called Silverado on a vacant 13.5-acre parcel at the northwest corner of Las Vegas Boulevard and Richmar Avenue, roughly five miles south of the Las Vegas Strip. The project comes from Ochoa Development Corporation, led by Michael William Ochoa, a contractor with a background in apartment, industrial, and timeshare development but no prior casino operating experience.

What's being proposed

As filed, the project would be built in two phases totaling 450 rooms and roughly 404,000 square feet, including a 57,000-square-foot casino floor, restaurants, bars, entertainment space, conference facilities, a spa, a fitness center, and 946 parking spaces. Phase one covers a 300-room hotel tower with the casino and core amenities; phase two would add a second, 150-room tower. The filing also requests several waivers, including adjustments to driveway dimensions and non-standard landscaping allowances.

What still has to happen

The project needs a use permit and design review approval, and it's scheduled to go before the Clark County Zoning Commission on September 2, 2026. No gaming operator or financing package has been publicly identified, meaning the proposal is still well short of a guaranteed construction timeline even if the zoning process clears. Michael Gaughan, owner of the nearby South Point Casino, told reporters he'd met with the developers and wished them luck, a notably neutral response from an operator whose own property sits closest to the proposed site.

Why it matters

New casino-hotel proposals near, but not on, the Las Vegas Strip are a recurring feature of the Las Vegas market, and most filings never make it past the zoning and financing stages intact. Still, a first-time casino developer proposing a project of this scale is worth tracking, both for what the September 2 zoning decision signals about appetite for new supply in the area and for whether an established gaming operator eventually attaches its name and bankroll to the project.
